This is the pin-and-tube (also called pin-and-pipe or pin-and-collar) system used in metal watch bracelets where the hollow tube sits in the centre link of a three-part link assembly to retain the pin by friction-fit. Both ends of the pin are the same diameter — this is not a tapered cotter/split pin.
