Disc punches are made from high carbon steel,  can be used on gold silver platinum aluminium etc.

Cut perfect chain link shaped discs every time! This disc cutter features 8 punches , in sizes approximately 25 x 12, 20.5 x 10, 16 x 8, 14 x 7, 12 x 6, 10 x 5, 8 x 4, 6 x 3, mm.

This has a slot to feed in strips of metal in to be cut, maximum width 30mm (as seen in photos).
